The Land Transportation Franchising and Regulatory Board (LTFRB) is investigating complaints from Angkas riders who claim they were abruptly deactivated from the platform due to non-professional licenses. The LTFRB warns that allowing non-professional drivers could lead to the suspension or revocation of a TNC's franchise.
The Land Transportation Franchising and Regulatory Board ( LTFRB ) has warned transport network companies (TNCs) and public utility vehicle (PUV) operators against allowing non-professional drivers to ferry passengers, stressing that such a violation could result in suspension or revocation of their franchise.
LTFRB Chairman Teofilo Guadiz III made the statement following complaints from Angkas riders, who claimed they were abruptly deactivated from the platform due to their non-professional licenses. “There are accounts that right after the Senate hearing, (that Angkas) immediately removed drivers with non-professional licenses. This is a very serious accusation,” Guadiz said in an interview. He explained that “the number one requirement under the law for operating a PUV is a professional driver’s license.” “If a TNC or PUV company allows a non-professional driver to operate, that is a ground for possible suspension or revocation of their franchise,” he said. The LTFRB is now investigating the matter and gathering accounts from deactivated riders. Guadiz said that even a single written statement from an affected driver could suffice to suspend the operations of a TNC. In a radio interview, Angkas rider Rey Obas Jr. expressed dismay over what he described as the “sudden and unfair deactivation” of non-professional riders from the platform. According to Obas, he and several others were onboarded by Angkas allegedly despite their non-professional licenses, with assurances that they would be assisted in upgrading to professional status. “When we joined Angkas, they activated us with passengers. They told us we would be upgraded to professional licenses so we could continue driving. We’ve been riding for almost a year, but just before December, they suddenly deactivated us,” Obas said. “It’s almost Christmas, and this is our main source of income.” Obas said over 20 to 40 riders in their group chat were similarly deactivate
