: Yes, civil servants should be politically neutral. Yes, they should serve the government of the day.
But what if staff see practices that are wrong or even merely staggeringly incompetent? What does duty demand: guilty obedience, or raising the alarm? Whistle-blowers should have to justify themselves in court. The test should be not whether ministers are embarrassed, but whether we’re all better off knowing what they’ve been up to.This sounds like, “I’m just following my orders,” which can absolve individuals from responsibility for things that go against personal integrity. This is how bureaucracies work from time to time, and sometimes with disastrous results to the general welfare.
