Thursday, April 20: Different compensation packages, public service \u0027churn\u0027 — all deserve more attention, readers write.

Summerfield, WinchesterMuch of the debate about the PSAC strike action tends to revolve around the general theme of whether public servants do or don’t deserve the right to take job action, do or don’t deserve the compensation increases being asked for. No one seems to address the consequences of PSAC, or any other bargaining table, NOT taking job action.
Consider: many public service positions place a hard ceiling on how much one can earn. Yes, it goes up with tenure, but quickly hits a ceiling, based on job classification. Some jobs do provide for overtime and extra pay, but most do not. So if a public servant would like to earn more, their strategy generally turns to seeking a promotion — usually outside their current work unit, branch or even organization.
We know, from employee surveys I worked on for years before retiring, that public servants tend to give their managers very short notice of their impending departure . When this happens, positions can lie vacant for months while the manager frantically tries to fill it. Any new hire has no opportunity to job-shadow the incumbent. Before the position gets backfilled, work may fall on the shoulders of a now-smaller staff complement, or simply not get done.
While certainly not the sole consideration, anything that facilitates the stability of the public service is good for the public service, and by extension, good for the country. Whether you think PSAC members do or don’t “deserve” the raise being demanded by their union, you DO want them to remain in the jobs they have and know how to do, instead of instigating within-PS “churn.” And if a little more money reduces churn, that’s a good thing and a public benefit.
