Baguio City Mayor Benjamin Magalong claimed some lawmakers who travelled with Speaker Martin Romualdez received money from government cash aid programs, such as the Ayuda sa Kapos ang Kita Program ( AKAP ). Magalong, citing reliable sources who participated in the trips, alleged that around P20 million was given to each lawmaker, totaling P84 million. He further stated that congressmen allegedly distributed the funds to the public, making it appear as if it originated from their own resources.

Magalong expressed concern over this practice, questioning how such a large sum could be easily disbursed and the implications of misleading the public. The GMA Integrated News attempted to contact Romualdez for comment but received no response. Meanwhile, the Department of Social Welfare and Development (DSWD) refuted the claims, stating that it is impossible for congressmen to distribute funds from ayuda programs as the DSWD directly manages and disburses these funds through its social workers and field personnel.
