Senator Lacson called on his fellow senators to deliberate on Senate Bill No. 982, ensuring prompt assumption of an Acting President in case all 4 highest officials of the country are incapacitated or unavailable. What are your thoughts on this? READ:
Senator Panfilo Lacson on Monday, August 31, urged other lawmakers to pass a measure that identifies successors of the President beyond the Vice President, Senate President, and Speaker of the House of Representatives., which he filed in August 2019.
"Because of the failure of Congress to pass the necessary legislation in extending the line of succession beyond the Speaker of the House of Representatives, a constitutional crisis is possible if all 4 top elected officials, God forbid, die in one event such as the State of the Nation Address due to a terrorist attack in the Batasang Pambansa, or any occasion where the President and all three officials in the line of constitutional succession are present," he added.
The senator noted that the 1987 Constitution requires Congress – the Senate and the House of Representatives – to set the manner in which a successor to the President is to be selected if all 4 top officials die, are permanently disabled, removed from office, or have resigned. “I am willing to sponsor and defend such an important piece of legislation on the Senate floor,” Lacson said.
