Ontario’s Special Investigations Unit has concluded the 22-year-old Innisfil man whoConstables Devon Northrup, 33, and Morgan Russell, 54, were killed Oct. 11 after arriving at a home on Somers Boulevard while responding to a domestic disturbance call.
The provincial agency which investigates all incidents involving police that result in serious injury or death released the findings of its investigation Wednesday afternoon. The SIU did not release the killer’s name, but the Star has previously confirmed he is Christopher Doncaster, who lived at the home with his grandparents.
Russell, who friends called “Mo,” was a 33-year veteran of the service assigned to uniform patrol, and was a trained crisis negotiator. Northrup, who joined the service six years ago, served with the mental health crisis outreach and support team and the emergency response unit. In 2020, he received an internal “excellence in emergency response” award for his handling of a call that averted a man’s attempted suicide inside a vehicle parked in a garage.
