Infrastructure Projects Face Delays Due to ROWSA, Funding, and Settler Issues

The Department of Transportation (DOTr) reported that several flagship infrastructure projects are experiencing delays due to challenges related to right-of-way acquisition, funding, and informal settler families.

Right-of-way and site acquisition ( ROWSA ), funding issues, and informal settler families (ISF) continue to hinder the timely completion of at least 15 flagship infrastructure projects, according to the Department of Transportation (DOTr). DOTr Secretary Jaime J. Bautista raised these concerns during the first full Cabinet meeting convened by President Ferdinand Marcos for 2025 in Malacañang last Tuesday.

Bautista told reporters in a press briefing, “These issues are being discussed, and we have presented our proposed solutions to the Cabinet to ensure the implementation of all these projects before the President’s term ends.” The 15 projects are part of the 69 infrastructure flagship projects (IFP) to be undertaken by DOTr under the Marcos administration. These IFPs encompass projects such as the North-South Commuter Railway, the Metro Manila Subway Project, Metro Rail Transit (MRT) 4, MRT 7, Light Rail Transit (LRT) Line 1 Extension, the New Cebu International Container Port, Philippine National Railways (PNR) South Long Haul, Mindanao Railway, Metro Manila Subway Project, and the New Dumaguete Airport Development. Bautista stated that the Inter-agency committee for ROW established under Administrative Order (AO) No. 19 will assist in addressing ROWSA and ISF concerns. Bautista also mentioned that DOTr experienced a reduction in its budget under the 2025 General Appropriations Act (GAA), but emphasized that most of the IFPs will proceed. He explained, “The reductions primarily affected loan proceeds, which are for foreign-assisted projects. However, despite the exclusion from the budget, we can still access these loans to finance major projects like the Metro Manila Subway and the North-South Commuter Railway.” He added, “Therefore, the budget cut will have a minimal impact.” Aside from the updates on the IFPs and the implementation of the 2025 GAA, Executive Secretary Lucas
