"Palawakin natin lahat ng areas ng discussion-- economic, trade, diplomacy-- para maiwasan itong mga insidente katulad nito kasi it's quite unnecessary for this kind of incident to occur if we have better dialogue and firmer understanding and a reglementary authority and code of conduct. Mas maganda sana kung ganon," Marcos said.
"It shall be an example of how states manage their differences: through reason and through right. I, therefore, welcome the progress on textual negotiations on the COC this past year and hopefully an approved code of conduct in the very near future," he said.
