A neophyte solon from Iloilo province is pushing for a constitutional convention (Con-Con) by 2022, saying that the house bill he filed last month to revise the propose amendments to the 1987 Constitution is in response to one of President Rodrigo Duterte’s calls since 2016.
“It is not for the congressmen to amend the constitution, but the Con-Con delegates,” said Representative Lorenz Defensor of the 3rd District, vice chairperson of the committee on constitutional amendments.
“We don’t want to sow distrust among the public,” Defensor said at the sidelines of the second public consultation on constitutional reform at University of the Philippines in Iloilo City last Friday .Among the issues tackled at the consultation were political reforms including proposals to shift to federalism, amending terms for elected officials, and bringing back electing senators by region.
Defensor said the committee on constitutional amendments wants to bring the public consultations to other key areas in the Visayas and Mindanao. The first such consultation was held in Cagayan de Oro last month. Also present at the Iloilo consultation were Iloilo City Rep. Julienne Baronda, Bayan Muna party-list Rep. Ferdinand Gaite, Department of the Interior and Local Government Undersecretary Jonathan Malaya, former Iloilo governor Arthur Defensor Sr., and former congressman Neri Colmenares.
