The Philippine House of Representatives has approved a bill delaying the first Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) elections by two years. The postponement aims to allow for broader political participation, clarify electoral processes, and address issues related to Sulu province's exclusion from BARMM.
The House of Representatives approved a bill postponing the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao ( BARMM ) from May 12, 2024, to May 11, 2026. The bill, approved on third and final reading with 198 votes in favor and four against, was authored by Speaker Ferdinand Martin G. Romualdez.
Romualdez stated that the one-year postponement would allow for more time to promote broader participation from political parties and the electorate, enhance their understanding of the new electoral processes, and give authorities time to resolve issues arising from the Supreme Court's decision excluding Sulu province from BARMM. This decision impacts the composition of the autonomous region's parliament. Under House Bill (HB) 11144, the first regular election in BARMM will be held on the second Monday of May 2026, and every three years thereafter. Upon the law's effectivity, the term of the current BARMM Transition Authority (BTA) members will expire. President Marcos will then appoint 80 BTA members to serve until their successors are elected and qualified. The BARMM government will disburse Sulu province's share of the annual block grant from the national government for its programs in 2025. The Commission on Elections (Comelec), through the Bangsamoro Electoral Office, is responsible for promulgating rules and regulations for the elections and enforcing them according to national laws, the BARMM organic law, and the Bangsamoro Electoral Code
