“The convenience and availability of the training center in the Municipality of Manito [and Rapu-Rapu] will provide the out-of-school youths and our constituents with the opportunity to develop themselves to be self-reliant and learn new techniques geared towards earning a livelihood,” the bills state.
“Likewise, it provides the necessary atmosphere where inborn talents are developed into self-reliant individuals,” it also says. Besides boosting the skills of its constituents, the Tesda training centers may also enhance the employability of Bicolanos, according to Co. Co claimed that the two bills are being supported by local Bicolano leaders, educational institutions, and community organizations, noting that the measures aim to not only build training centers but also “build bridges between dreams and reality.”
