In a crushing judgement on Monday, Jackson, of the U.S. District Court in Washington, said that the White House had employed “backwards” thinking in its conception of the separation of powers between the executive, the legislative branch and the judiciary. Up until now, Trump has stopped former high-level—and likely damaging—witnesses from testifying, claiming that these figures were so central to the executive that they were immune to congressional subpoenas.

This includes figures such as former national security advisor John Bolton; Charles Kupperman, his deputy; and acting White House chief of staff Mick Mulvaney.In her ruling Judge Ketanji Brown Jackson wrote: “Stated simply, the primary takeaway from the past 250 years of recorded American history is that Presidents are not kings. They do not have subjects, bound by loyalty or blood, whose destiny they are entitled to control.
