Defining the News
Heavy downpour resulting in flash floods woke up residents in Metro Manila and other areas affected by the southwest monsoon and Typhoon ‘Carina,’ prompting Malacañang to suspend classes and work in government offices.
The National Disaster Risk Reduction and Management Council recommended the suspension as Metro Manila, Cavite and Bataan were placed under red rainfall warning due to nonstop rains at early dawn. Bersamin noted in his advisory that government agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services.
