Healthcare workers in Central Visayas are facing a long delay in receiving their Health Emergency Allowance (HEA) even after the Covid-19 pandemic emergency was lifted. Despite disbursements of P4.88 billion, P1.7 billion in arrears remain unpaid, affecting thousands of healthcare workers.
Some healthcare workers in Central Visayas are still waiting for their Health Emergency Allowance (HEA) more than a year after the state of public health emergency due to the Covid-19 pandemic was lifted. The Department of Health ( DOH ) 7 has disbursed P4.88 billion in HEA to health workers . However, P1,706,707,250.25 in arrears or unpaid debt remains unpaid. The DOH 7 issued a year-end report as a “final regular update” on the processing of HEA in a post on its Facebook page on Friday, Dec.
27, 2024. The attached regular circular was dated Dec. 18. HEA, formerly known as One Covid-19 Allowance, is intended for eligible public and private healthcare workers and non-health workers during the state of public health emergency due to the pandemic. This is pursuant to Republic Act (RA) 11712, also known as the Public Health Emergency Benefits and Allowance for Health Care Workers Act. Arrears The DOH 7 reported total HEA arrears of P1,706,707,250.25. These arrears correspond to 2,941 approved claims from 173 health facilities in the region. From July 1, 2021, to Dec. 31, 2021, 145 health facilities reported arrears for 132,235 healthcare workers (HCWs) and non-healthcare workers (non-HCWs), amounting to P590,573,625. Between Jan. 1, 2022, and June 30, 2022, 54 health facilities submitted claims for 19,305 HCWs and non-HCWs, totaling P84,393,031.50. From July 1, 2022, to Dec. 31, 2022, 141 health facilities recorded arrears for 108,084 HCWs and non-HCWs, amounting to P491,932,562.50. Between Jan. 1, 2023, and July 20, 2023, 142 health facilities registered arrears for 117,467 HCWs and non-HCWs, with a total balance of P539,808,031.25. As of Dec. 11, 2024, the total arrears for Central Visayas amount to P1,706,707,250.25. Disbursement HEA disbursement is part of the government’s mandate under RA 11712.
