After 36 deaths made the news and the enactment of laws to prevent more killings, hazing continues to be part of fraternity initiations.

According to Mark Salazar's special report on "24 Oras", the quest for justice for the loved ones of hazing victims has also proven to be prolonged and arduous despite the laws passed against the practice.

The Philippines enacted the Anti-Hazing Law in 1995 a few years after the death in 1991 of Lenny Villa, a student at the Ateneo law school. In 2018 after the death of the University of Sto. Tomas student Horacio Castillo III, Republic Act No. 11053 was passed to give the anti-hazing measure more teeth with imprisonment of up to 40 years and penalties of up to P3 million.

Watch the "24 Oras" special report for more details on why hazing persists and how the loved ones of the victims have suffered.
