Many are in evacuation shelters in churches, schools, gyms and community centres.
As the fire approached, concerned for their own safety, the pair also considered moving into the water. The fire knocked out much of the area's communication network, and people resorted to using handwritten lists in shelters to locate loved ones.The president has signed a major disaster declaration for the state, making available federal grants for housing, accommodation and property losses.
