“Incidents ranging from displacement of frontliners, patients, suspected cases from their rented premises, dishonoring contractual obligations such as refusal to provide basic services such as public transport, actual physical assault to harassments have been threateningly prevalent,” Acosta said. Frontliners, as defined by the ordinance clause, include health workers, including doctors, nurses, and hospital staff; national, local and barangay employees tasked to work on the frontliners; law enforcement agency members; employees of non-government organizations assisting in health, safety, disaster or emergency responses; and other essential workers in the time of a national health emergency.
“Provided that if the offender is a juridical person, the employees, owners, partners, managers or board of directors who participated, contributed or tolerated the act shall be held individually liable,” the ordinance stated.
