BOC Commissioner Rey Leonardo Guerrero, his Chief of Staff Teodoro Jumamil, Deputy Commissioner of the Intelligence Group Ranil Ty Ramiro, and Risk Management Office (RMO) Chief George Patrick Avila are facing criminal and administrative charges because of the reportedly irregular appointments that led to the rampant corruption within the ranks.

In one of the complaints, Guerrero and Jumamil were faulted for the latter’s appointment as Deputy Commissioner of the Revenue Collection Monitoring Group on March 1, 2019.

“Clearly, the designation of respondent Jumamil, an occupant of a non-career position…was done through manifest partiality, and evident bad faith,” the complaint read. “Respondents should also be held administratively liable for committing acts of grave misconduct and gross neglect of duty and conduct prejudicial to the best interest of service for absolutely disobeying and disregarding civil service rules.

Guerrero later issued a memorandum directing Avila to take on the duties and responsibilities of RMO Chief. However, Gonzales said this was an “illegal designation” because of Section 132 of Rule XII of the 2017 Omnibus Rules on Appointments and Other Human Resources.
