“LAST week, the president took aim. Today, I am pulling the trigger.” This was how Sen. Panfilo “Ping” Lacson started his privileged speech on Wednesday, Aug. 20. In the process, he exposed the deeply rooted corruption in flood control projects among the Department of Public Works and Highways , the favored contractors and the members of the House of Representatives.
Construction Trading has secured 16 flood control projects worth about P1 billion in Bulacan alone, including a P55 million project in Baliuag that was supposed to start in February but was found to be non-existent. In Malolos City , Darcy and Anna Builders was contracted for a P77.19 million riverbank protective structure project in Barangay Babatnin — a project that exists only in government ledgers.The contractor network reads like a roster of systematic fraud.
Construction Trading alone diverted P1 billion that could have built genuine flood protection for thousands of families. The vanished P4.2 billion attributed to Wawao Builders represents infrastructure that could have transformed the flood resilience of entire municipalities.Companies like Darcy and Anna Builders, which may not even exist as legitimate entities, secured massive contracts while real construction firms that could have delivered actual infrastructure were shut out of the process.
