RETIRED police colonel and former Philippine Charity Sweepstakes Office General Manager Royina Garma has submitted an affidavit directly implicating former President Rodrigo Duterte in orchestrating a nationwide campaign that led to extrajudicial killings of drug suspects during his administration.
