Four people want to be District 3’s next representative on Annapolis County council. | SaltWire

after Alan Parish submitted his resignation on Nov. 9. He had served the residents since being elected in the 2020 municipal vote. He was then elected warden by his council peers.

Coun. David Hudson said the alternative voting bylaw was passed in August 2020 due to restrictions in place during the COVID-19 pandemic. He said his opinion was the bylaw was to address future conditions that would prevent in-person voting and noted there were no such restrictions in place at this time.

Doug Patterson, the county’s interim chief administrative officer, told councillors that participation rates were down to 32 per cent in the 2016 municipal election. The number increased to 47 per cent in 2020, an increase of more than 1,500 votes. Hudson suggested the county hold the byelection by paper only, but councillors defeated the motion. Coun. Bruce Prout raised concerns that a winter storm on voting days could impact residents’ ability to vote if council only offered in-person paper ballots.
