FORMER senator Franklin Drilon has raised 'serious concerns' over the legality of the Office of the President's decision in releasing over P221 million Confidential and Intelligence Funds (CIF) to the Office of the Vice President (OVP).
In a statement released on his Facebook page on Tuesday, Drilon pointed out that the transfer of the CIF has raised 'constitutional question'.
' 'It is clear that the transfer runs counter to the basic principles of budgeting and governance enshrined within Article 6, Section 25 of the Constitution,' according to Drilon. The former Senate president, who served as chairman of the Committee on Finance from 2010 to 2013, pointed out that former vice president Maria Leonor 'Leni' Robredo was opposed to the implementation of a CIF.
