THE debate regarding the transfer of unused PhilHealth funds for government priority programs continues and has reached the Supreme Court.
Meanwhile, the old-boy network of past finance secretaries has expressed support for the idea that unused funds be put to use for government priority programs. In theory, yes, but in the PhilHealth case, no. It would be a sleight of hand stunt. Something that legislators seem to use for their own less-than-public purposes.I am no budget analyst, I read what the former finance secretaries said, and they gave the correct perspective.
And as for the formula that the legislature has come up with in regard to the national budget and its variations, there too lies obscurantism manufactured by Congress.We are all listening to the budget being discussed in both houses and the allocations being arrived at. It sounds open and transparent except that, as budget analysts know and tell us, that exercise is only the pakitang tao phase. There will be different priorities, and amounts and reasons from each chamber, i.e.
