The video is "offensive to the sight," Presidential Spokesperson Salvador Panelo said, as he suggested deploying portable toilets to the area to provide relief to tourists. "There are rules and regulations in that place so everyone is expected—whether foreigners or Filipinos—to follow rules, and that obviously is violation, so they will be subject to suits," Panelo told reporters.The viral video clip showed a foreign national allowing her child defecate on the beach of Boracay's station 1 while another woman later buried the child’s soiled underwear in the sand.
Boracay island reopened in October 2018 following a 6-month closure that gave way to the rehabilitation of its sewage system. The cleanup followed President Rodrigo Duterte's likening of its waters to a "cesspool."
