Experts weigh in Charter change to attract investors - BusinessMirror

Appearing before the Committee on Constitutional Amendments and Revision of Codes, constitution law expert Christian Monsod, former Chief Justice Reynato Puno and Executive Director Jonathan Malaya weighed in on plans to amend the 1987 Constitution.

Presiding over the hearing, committee chairman Senator Robin Padilla recalled the series of Charter changes in previous Constitutions, citing the issue of ownership of utilities, to point out this is not the first time amendments were adopted.

At the panel’s hybrid organizational meeting, Gatchalian said he filed a bill aiming to liberalize the public utilities, educational institutions, mass media, and advertising sectors. He added: “Admittedly, there are things we need to study carefully to protect national interest and national security.”

Center for Excellence in Local Governance Executive Director Jonathan Malaya also weighed in on the proposals. After banging the gavel to open the panel discussions, Padilla affirmed its aim is to attract investors, reminding this starts the process of enhancing the 1987 Constitution to “improve the basic law of the land.”
