Speaking in Filipino, Tan said that while they were walking, the cellphone of one Supt. Gerard Padilla rang. After the call, Tan said that Padilla faced his men and claimed that it was the President who congratulated him.Tan said he knew that it was the President that Padilla had spoken to because his voice sounded familiar.The quad committee later ruled to invite Duterte 'in the spirit of fairness.
