“To complete this reintegration process, I will issue a Proclamation granting amnesty to rebel returnees, and I ask Congress to support me in this endeavor,” Marcos said.“We have incorporated capacity-building and social protection into our reintegration programs to guarantee full decommissioning of former combatants,” the President said. Marcos also declared a tougher stance against illegal drugs by going after unscrupulous members of the Philippine National Police .

The four officials were supposedly linked to drug activities following the review conducted by the five-member advisory group tasked to profile over 900 PNP executives, who submitted their courtesy resignations.
