Emergency Services Minister Felix Ellis said the increased frequency of emergency events, including this month's Rosebery bushfire and last year's northern floods, highlighted the need to overhaul the funding model. That total amount would be roughly the same as what is collected currently, but it is unclear how much, if at all, the charges paid by individual ratepayers and businesses would change under a new system.

Mr Ellis did not comment on which option the government would introduce or when it would happen but said it would be a "fair and sustainable funding model"."Ensuring a fair and sustainable funding model is vital — particularly with the increased frequency of emergency events such as the October floods and the recent Rosebery bushfire."

The review found the charges varied significantly across the state, with the Hobart City Council charging an average of $477.27 per property, nine times higher than the Tasman Council's $52.79 average charge.
