THUNDER BAY — "It's like stuffing clowns in a car," chuckled Holly Gauvin, executive director of Elevate NWO.

Elevate NWO is a harm reduction agency serving people including the underhoused and those affected by HIV and Hep C. "We're going to continue to see an escalation in infectious diseases. We're going to continue to see an escalation of people having to access emergency health care, we're going to continue to see people camped out in 40-below weather, and that's going to be a risk to health and life."

She expects this will only put more pressure on the already-overburdened EMS, health care system and police.
