Senator Cynthia Villar is questioning the jurisdiction of the Philippine Reclamation Authority over other government agencies upon learning that the PRA reportedly blocked the Department of Public Works and Highways’ move to set up a field district in Manila Bay’s reclaimed area.
In turn, DPWH Secretary Manuel Bonoan sought to clarify that the department has an obligation to pay P4 billion right-of-way to PRA and promised to settle the amount next year. “You have to give me a briefer to file a resolution investigating the PRA for what they are doing to us here in Las Piñas,” Villar said.
