The Department of Transportation has officially barred unvaccinated people from public transportation in Metro Manila, following President Rodrigo Duterte’s pronouncements onIn Department Order No. 2022-001 issued Tuesday, January 11, but was only released to the media on Wednesday, January 12, the DOTr said that the ban covers all modes of public transportation – land, rail, sea, and air – to and from Metro Manila.

Only fully vaccinated people are allowed to use public transportation or be issued tickets by operators. An individual is considered fully vaccinated two weeks after getting a shot for a one-dose vaccine or a second dose for a two-dose vaccine. Is it unconstitutional? For the DOTr, it is not. Tuazon said that the department order is not limiting commuters’ right to travel.

A medical certificate will be required for those who have medical conditions. The DOTr later clarified that antigen testing is not required and only medical certificates are needed.Meanwhile, an unvaccinated person who needs to buy essential goods will need a barangay health pass or “other appropriate proof.”
