The Department of Justice (DOJ) is now studying the possibility of suspending the processing of the Good Conduct Time Allowances (GCTAs) of convicted inmates pending a review of its guidelines, Justice Secretary Menardo Guevarra said on Saturday.
Guevarra ordered a review of the guidelines of the GCTAs in the wake of the controversy regarding the possible early release of rape-slay convict former Calauan, Laguna mayor Antonio Sanchez.
“We are reviewing the existing guidelines for GCTAs and the BuCor will henceforth base its actions on any new guidelines that will come out,” stated Guevarra. RA 10592, which was signed into law in 2013, amended provisions of the Revised Penal Code , increasing GCTAs for inmates and allowing their early release.
Presidential spokesman Salvador Panelo, a former lawyer of Sanchez, revealed that President Duterte got angry upon learning on the possibility that Sanchez may be freed early.In 2018, Sanchez applied for executive clemency but this was denied by the Board of Pardons and Parole. This was upheld this year due to “the gravity of the offenses he had committed.”
