Finance Secretary Carlos G. Dominguez III said Saturday his office was evaluating the impact of President Duterte’s order suspending the operations of the Philippine Charity Sweepstakes Office (PCSO) on the implementation of the government’s universal health care (UHC) program.
This was because UHC’s funding is derived from contributions of state-owned gaming corporations such as the PCSO and the Philippine Amusement and Gaming Corp. . For the first year alone, it requires a P257-billion budget.
“We are evaluating the immediate effects of the ban,” Dominguez said in a mobile phone message to reporters, noting the Department of Finance was also re-checking UHC’s funding requirement. Dominguez also said that he was not aware how long the ban on PCSO-related gaming activities would be in effect.
Meanwhile, Pagcor Chairman Andrea Domingo said that President Duterte’s order did not cover Pagcor licensees, including the Philippine offshore gaming operators, and the government’s Casino Filipino outlets. “No, PCSO gaming only,” Domingo said in a text message when asked if the gambling ban will affect Pagcor-licensed casinos.
