A misleading video circulating online has sparked confusion regarding the mandatory drug and psychological tests for active members of the Philippine National Police ( PNP ) and Armed Forces of the Philippines ( AFP ). The video shows PNP Civil Security Group spokesperson Police Lieutenant Colonel Eudisan Gultiano stating that there is a memorandum signed by the PNP chief exempting active personnel from these requirements.

\However, the Department of the Interior and Local Government (DILG) clarified that the exemption applies exclusively to the application or renewal of a license to own and possess firearms for PNP personnel. DILG Secretary Jonvic Remulla emphasized that this does not mean police and army personnel are exempt from the mandatory drug and psychological tests for their service. \The DILG explained that the exemption aims to streamline the process as requiring another round of drug testing for firearm license applications would be redundant. Remulla stated that PNP personnel already undergo regular and comprehensive drug and neuropsychological testing as part of their service, including annual screenings and mandatory testing during specialized courses and training.
