AS part of President Ferdinand Marcos Jr.’s initiative to improve the Philippine education system, Budget Secretary Amenah “Mina” Pangandaman has approved National Budget Circular 598, issued on July 15, 2025.The circular provides guidelines for the second phase of the Revised Organization and Staffing Standards for State Universities and Colleges .NBC 598 aims to enhance the performance and reach of public higher education institutions, making government services more responsive and inclusive.
Phase II now strengthens institutional capacity in research, extension and auxiliary services, reflecting SUCs’ growing role in national development and innovation.“Our SUCs are not just centers of learning. They are engines of progress,” said Secretary Pangandaman.The circular outlines specific guidelines on units for technology transfer, patent support, publications, and staffing for research and extension services, especially for legally established SUC campuses.
