Over the next four years, it won’t be the 21 individual councils in the region making billions of dollars worth of decisions on infrastructure. With the population forecast to increase by more than 1.2 million people in less than 30 years, it will be Metro directors who will be making decisions that are as prosaic as they are crucial.
For six months every year, Vancouver already has watering restrictions. It’s part of Metro’s strategy to conserve our way out of building hugely expensive capital construction projects in the near future. Vancouver has the most directors — seven — based on a per-capita formula. Surrey appoints six to oversee Metro’s combined operating and capital budget of more than $2 billion a year.
At the last wastewater and drainage district meeting, for example, outgoing directors were asked to approve more than $115 million in projects. Two days earlier, they had held a closed session to discuss theThe North Shore wastewater treatment plant site in March, while construction was stalled. It’s since resumed.It is one of B.C.’s largest construction projects, and it’s a shambles. Nearly three years after its scheduled completion, it still isn’t finished.
