The proposal is under consideration, and no final determination has been made regarding whether President Ferdinand Marcos Jr. will declare it urgent. Bersamin explained during an impromptu interview that BARMM , as a distinct autonomous region , operates under a unique governance framework.

He noted that Congress is deliberating on the matter and sought input from the executive branch. When queried about the President's potential certification of the proposal as urgent, Bersamin emphasized the administration's commitment to BARMM's success. He stated that President Marcos values the region greatly and is pleased with the absence of conflict, violence, or clashes. The President desires its prosperity. Bersamin characterized the BARMM project as significant, surpassing a mere undertaking. He added that while the President prioritizes peace and development in the region, a decision to prioritize the election-related measure will hinge on its perceived importance and relevance to BARMM's stability and progress. The BARMM elections, originally planned for 2022, were postponed to 2025 under Republic Act No. 11593 to grant the region's transitional government additional time to fulfill its mandate. With discussions regarding a potential further extension underway, stakeholders continue to assess the implications for governance and peace efforts in the region
