The Commission on Elections (Comelec) has identified several issues with the Online Voting and Counting System (OVCS) set to be piloted for the May 2025 overseas voting. The system, provided by a joint venture of SMS Global Technologies, Inc. & Sequent Tech Inc., faces challenges such as difficulties with the pre-enrollment process for overseas voters.
The Commission on Elections (Comelec) disclosed issues surrounding the Online Voting and Counting System ( OVCS ) set to be pilot tested during the May 2025 overseas voting. Comelec Chairman George Garcia said they have been informed of some issues observed with the system to be provided by the Joint Venture (JV) of SMS Global Technologies, Inc. & Sequent Tech Inc. 'There are several issues with the OVCS and Sequent committed to address them by January 3,' said Garcia.
'Hopefully, they can immediately address those issues,' he added. One of the issues, according to the poll chief, is the difficulty in the system of pre-enrollment of the overseas voters. He said the issue has been observed in the ongoing trial period for the OVCS. 'There are instances where those trying the system cannot successfully enroll. It needed three to four tries before they can successfully register. We don't want that because voters may lose interest,' he noted. 'A good system is if on the first try, they can already get registered,' added Garcia. To note, the 2025 polls will mark the first time that the internet voting system will be utilized by the country. The system will require registered overseas voters to undergo pre-enrollment, which will run from February 12, 2025 to May 12, for them to be able to cast their votes The casting of votes for overseas voters will be from April 13, 2025 to May 12. In the May 2025 polls, 76 Philippine posts are slated to use internet voting, while the remaining 17 Philippine posts shall use the automated counting machines
