Macalintal said the law violates the “one subject one title” rule under Section 26, Article VI of the Constitution, because it contains four distinct subjects: setting a new term of office for barangay officials; setting a new term of office for SK officials; postponing the December 2025 BSKE; and extending the tenure of incumbent barangay officials, who will remain in office in a hold-over capacity.
