The Comelec announces that the upcoming voter registration period will only accept applications from first-time voters and individuals with deactivated voter records, excluding transfers.
The Commission on Elections ( Comelec ) clarified that the upcoming voter registration period scheduled from August 1 to 10 will not accept applications for transfer of registration ahead of the December 1, 2025 Barangay and Sangguniang Kabataan Elections ( BSKE ). Comelec Chair George Garcia stated that the registration period is exclusively intended for first-time voters and individuals whose voter records have been deactivated, enabling them to participate in this year’s polls.
Garcia emphasized that with a limited time frame of 10 days, applications for registration transfer might not reach the Election Registration Board (ERB) hearings in time. Even if applications were submitted, approval might not be granted within the short timeframe. He explained that ERB hearings are crucial for approving or rejecting registration applications, as well as for removing ineligible voters, such as those who have deceased or failed to vote in two consecutive elections. The Comelec chief stressed that transferring registration requires at least two to three weeks of processing, a timeframe exceeding the allocated 10-day registration window. Garcia noted that if the BSKE is postponed again, the Comelec would need a longer registration period to accommodate more applicants, including individuals seeking to transfer their voter registration. Originally slated for July 1 to 11, the voter registration period was shifted to August 1 to 10. Further registration opportunities are scheduled for the last week of October and will continue until July 2026. 'We projected one million registrations within 10 days, and we remain committed to that goal. Registration will take place across the Philippines,' Garcia said, urging eligible individuals to take advantage of the opportunity to register or reactivate their voter status. The Comelec anticipates substantial interest from voters, particularly those who have yet to participate in previous elections
