The budget defines a working group of council, comprised of the mayor, the chair of the audit committee and a councillor-at-large to lead this review. Their recommendations will then go to council, which will make final decisions. This leaves a judgment call to be made. Is it worth X number of dollars to get Y amount of service? Is 2Y worth 3X? Unlike accounting, there is no simple arithmetic here. That is why it is vital that elected representatives make these judgments. They are empowered by, and accountable to, the people who elected them. Presented with the alternatives, each with a clear measurable statement of what it provides and what it costs, they will have the information they need to make the decisions.
