The Commission on Audit (COA) has launched an investigation into the disappearance of a digital camera from a barangay in Cebu City, Philippines.
The Commission on Audit (COA) has ordered the village chief of Babag, Cebu City to investigate the loss of a digital camera, which the former barangay treasurer failed to report. State auditors have flagged the former treasurer for the non-reporting, citing lapses in property management and accountability. COA encouraged the barangay captain to file charges if the evidence warrants it.
SunStar Cebu sought a comment from Babag Barangay Captain Cesar Dolorito, but he had not responded as of press time.The Barangay Council has replied to COA’s report, saying that it is working to recover the missing camera. In its 2023 audit report, COA revealed that the former barangay treasurer did not report the missing digital single-lens reflex (DSLR) camera to the barangay captain, violating procedures on lost government property. The DSLR camera was purchased along with other items, such as a laptop, lamination machine, and printer, through a public bidding process. The total cost of the items was P199,000. During an on-site verification on Aug. 20, 2024, COA found that the camera was not turned over by the previous barangay treasurer to the current treasurer during the transition in the latter part of 2023. The Barangay and Sangguniang Kabataan Elections were held on Oct. 30, 2023. The current treasurer claimed no knowledge of the camera’s procurement. The former barangay treasurer disclosed to COA that the camera was used by the previous barangay secretary for photo documentation of barangay activities.However, the secretary resigned in August 2023 without turning over the camera or related documents. “More than one year has already passed since the resignation of the previous BS (barangay secretary), but it appears that the previous BT (barangay treasurer) took no action to locate the missing DSLR camera or urgently inform the Punong Barangay (barangay captain) about the situation of the said property for appropriate action,” read a portion of COA’s repor
