COA disallows P170 M in LRTA transactions
In the 2019 LRTA annual audit report released last week, COA criticized the LRTA for spending only P3.772 billion or 69.06 percent of the P6.082 billion released by government to support the mass transit firm’s rehabilitation projects.
In her letter to LRTA Administrator Reynaldo I Berroya, COA Director Ma. Lydia de Joya also noted that the state-run transportation corporation has failed to return to the Bureau of Treasury P121.613 million in unexpended balance of projects already completed. This is in violation of Executive Order NO. 292.
COA issued two Notices of Disallowance in 2019 rejecting payment of various goods and services that auditors deemed to be violative of procurement in various laws and regulations. With regards to the P35,097,715 balance in the Account Receivable-Disallowances as of December 31, 2019, COA said “there was no action taken by the Management” on the issue.
