Some P47.5 million worth of newly-purchased vital medical diagnostic and dialysis machines have been left unused or are not functioning in the provincial hospital of Camarines Norte, the Commission on Audit has revealed.
COA also flagged infrastructure contract transactions and other implemented projects with total costs of over P450 million after auditors found deficiencies in the service and purchase contracts and implementation delays.
Provincial officials said the delay in the use of the machines is due to the incomplete supplies and components that are needed to make them work. Auditors said the supplier of the vital hospital equipment should pay liquidated damages for the delayed delivery. According to COA documentary requirements to support the time extensions, suspensions and resumption order of the road project have not been submitted, thus, causing the violation of Republic Act No. 9184 or the Government Procurement Act.
