The audit found “the transactions raised in the complaint are generally confirmed to have occurred" and that the “transactions appear to have breached stated procurement or expenditure policies." Doiron said all members of council received the unredacted version of the report. However, all members of council signed non-disclosure agreements prior to receiving it.
