THE lead social service and development ministry of the Catholic Church supported on Monday the petition to block the transfer of the nearly P90-billion idle funds of the Philippine Health Insurance Corporation to the national treasury.
Also on Monday, six former health secretaries led in signing a petition-letter, announced at a white-coat rally at the Philippine General Hospital, embodying the health professionals’ appeal to the Department of Finance not to proceed with the fund transfer.
The group challenged the special provision in the General Appropriations Act of 2024 that allows the use of government-owned and controlled corporations’ “fund balance” to support the national government’s unprogrammed appropriations like infrastructure and social services. “It our fear that the transfer of these funds for unprogrammed appropriations may lend this move to the misuse of the funds, not discounting exposing the funds to corruption,” Bagaforo said.Groups of medical professionals and former Health secretaries reiterated their opposition to the fund transfer, ahead of the scheduled second tranche amounting to P 10billion on August 21, after the remittance of the initial P20 billion in May.
On August 13, the Supreme Court ordered the Congress, the Department of Finance, the Executive Secretary, and PhilHealth to comment on the petition by sectoral groups within 10 days. “The Department of Finance’s move is consistent with the medical principle of ‘do no harm’. Inuulit ko, hindi maapektuhan ang pang-araw-araw na operasyon ng PhilHealth dahil dito at hindi po gagalawin ang kontribusyon ng mga miyembro ng PhilHealth ,” he said.
