It said that under Republic Act No. 7277, the Magna Carta for Disabled Persons, members of the deaf community should have “the same terms and conditions of employment and the same compensation, privileges, fringe benefits, incentives or allowances as a qualified able-bodied person.” “True unity is one that upholds the inclusion of the most marginalized in terms of livelihood and economic growth, education, communication and information, healthcare access, and mobility,” the CHR said.
