The Commission on Human Rights (CHR) on Saturday said it started investigating, in coordination with the Bangsamoro Human Rights Commission, the death of a 25-year-old detainee inside the Barira Municipal Police Station (MPS) in Maguindanao.

According to the CHR, Johairie Maongco Dagalangit surrendered to authorities on September 25 after allegedly hitting a child in a motorcycle accident.He was then reported dead inside the police detention facility on September 26.The commission, quoting Dagalangit’s father, said that the detainee’s body had signs of torture, such as hematoma and bruises.

In a separate statement, Maguindanao Police Director Colonel Roel Sermese said the Barira police chief is now on administrative relief, while the other police officers were reassigned to different stations on September 27 while the investigation is conducted. “We assure that Maguindanao PPO shall remain committed to the principles of transparency and accountability that we have been working hard on to continue winning the trust, confidence, and respect of the Bangsamoro Community,” he added.

“It is crucial that truth be uncovered swiftly to aid in attaining justice. Any allegations of torture must be firmly tackled to demonstrate seriousness in exacting accountability and to prevent similar future incidents of abuse of authority,” the commission said in a statement.
