CAMP BANCASI, Butuan City – Maj. Gen. Franco Nemesio M. Gacal, commanding general of the Army’s Northeastern and Northern Mindanao 4th Infantry (Diamond) Division (4th ID) said the move of the Commission on Human Rights (CHR) to probe the communist-New People’s Army’s (NPA) recruitment of minors is a “very welcome move” that is good for the future of the youth.
