CAMP BANCASI, Butuan City – Maj. Gen. Franco Nemesio M. Gacal, commanding general of the Army’s Northeastern and Northern Mindanao 4th Infantry (Diamond) Division (4th ID) said the move of the Commission on Human Rights (CHR) to probe the communist-New People’s Army’s (NPA) recruitment of minors is a “very welcome move” that is good for the future of the youth.

“The youth is the hope of our nation and the communist terrorist group is destroying our future,” said Gacal. “The Human Rights Day celebration is a fitting reminder of the NPA’s persistent violations of human rights and RA 11188.
