Makikitang nagproprotesta laban sa Charter Change ang mga raliyista sa polyeto, bagay na hindi naman iligal. "Nowhere in the said materials does it characterize rallyists as terrorists. It merely informed the students of the modus operandi of recruiters of the New People’s Army which is factual and based on evidence," sabi ng NSC.
Naging transparent din aniya ang naturang seminar sa pakikipagtulungan ng Division of Rizal. Paglilinaw pa nila, boluntaryo ang attendance alinsunod sa direktiba ng Department of Education Rizal.Sa kabila ng paliwanag ng NSC at NTF-ELCAC at pakikiisa laban sa armadong rebelyon, idiniin ng CHR ang kahalagahan ng pagpapaalala laban sa peligro ng arbitrary labelling.
Kaugnay nito, hinikayat ng komisyon ang lahat, lalo na ang security forces at duty-bearers, na umiwas sa pagpapakalat ng "misconstrued information" na maaring maging balakid sa kalayaang magprotesta. Sinibak sa puwesto ang buong puwersa ng Bamban Municipal Police Station matapos ang implementasyon ng anim na buwang suspensiyon ng Office of the Ombusdman kay Bamban Mayor Alice Guo.
